Security Agency Grading Exercise (SAGE) was started in 2006 and made mandatory in 2009. The objective to the exercise is to motivate security agencies in Singapore to raise security and service standards, and educate consumers on the differentiated quality of services between various agencies.
SAGE is conducted annually Police Licensing & Regulatory Department (PLRD). The period of assessment is typically from 1 Jun of the previous year to 31 May of the current year.
What are the new changes?
On 11 Mar 2018, PLRD published a new set of criteria for the SAGE 2018. The additional criteria mainly involve employment practices as compliances to Ministry of Manpower (MOM) rules and regulations.
There are 3 main areas:
a. Overtime exemption (OTE) – An employee can only work up to 72 hours of overtime per month as regulated by Ministry of Manpower, Singapore. For security agencies (SA) who can operate without any overtime exemption, 20 points will be awarded to their SAGE score.
b. Key Employment Terms and itemized pay slips – Effective 1 April 2016, there was an amendment to Employment act of Singapore. 3 key changes was introduced:

In addition to the compliance to the KET and itemized pay slips requirements, SAGE (Security Agency Grading Exercise) is awarding Security Agencies with more points for the usage of automated time and leave management systems.
c. System for sustainable manpower – In this area, SAGE (Security Agency Grading Exercise) is looking at the Reward/retention practices of the Security Agency specifically in higher payment rates for work performed during Security Officer (SO)’s rest day or public holidays.

b. Key Employment Terms– Security agency can download the template for Key Employment Terms from Ministry Of Manpower website. Once the Key Employment Term has been signed by the SO, a scanned copy of the Key Employment Term can stored on AGHRM’s document centre. AGHRM document centre acts as an electronic p-file for companies to store documents related to their employees. Common uses include: Signed employment contract or Key Employment Terms, scanned copy of work passes and passport of foreign employees
c. Mobile Attendance – Automated time tracking has been traditionally challenging for the security industry as such solutions typically requires installation of biometric devices and most clients do not allow such installation in their premises.
AGHRM provides a location based time staff tracking app that supports geo-fencing capabilities. Security agency can defined a worksite based on their street address and only allow security officers to clock in via the app when they are within the vicinity of the worksite.
In addition, AGHRM also provides flexible rule-based attendance engine that automates the computation of overtime, holiday pay, rest day pay. Online approval of such payment is also available.
d. Payroll and Itemised payslips – AGHRM also provides a full-fledged payroll engine that automates CPF and other statutory contribution calculations.
